Role Summary

We are seeking a qualified Cash and Livelihood Advisor to lead the technical design and implementation of MPC interventions and advise on livelihood protection strategies for flood-prone communities. The advisor will provide oversight, technical guidance, and quality assurance in the delivery of the cash component, ensuring that transfers are timely, appropriate, accountable, and aligned with the anticipatory action framework.

Key Responsibilities


Lead the design and implementation of the Multipurpose Cash Transfer (MPC) component of the Anticipatory Action project.
Conduct rapid market assessments to determine the feasibility and appropriateness of MPC in the flood risk zones of Fufore LGA.
Develop cash transfer values based on Minimum Expenditure Basket (MEB)
Support the targeting and registration of vulnerable households using established AA triggers and vulnerability criteria.
Coordinate with finance, MEAL, protection, and community teams to ensure timely and accountable disbursement of cash.
Provide technical advice on household-level flood preparedness and livelihood protection strategies.
Lead training for staff and partners on MPC tools, processes, and post-distribution monitoring.
Monitor implementation, document lessons learned, and recommend course corrections as needed.
Ensure compliance with donor requirements, humanitarian principles, and data protection standards.
Represent the organization in relevant technical and coordination forums at the LGA level.


Required Qualifications and Experience


Degree in Economics, Agriculture, Development Studies, Social Sciences, or related field.
At least 5 years of experience in humanitarian or development programming, with specific expertise in cash transfer programming and/or livelihoods.
Experience working in emergency contexts or anticipatory action programs is an added advantage.
Proven knowledge of cash modalities (unconditional, restricted, digital cash), market analysis, and vulnerability targeting.
Familiarity with flood or climate-induced displacement issues in Northeast Nigeria.
Excellent facilitation, communication, and report-writing skills.
Proficiency in Hausa and Fulfulde (desirable).
Strong organizational and team coordination skills.
Willingness to work in remote field locations under time pressure.
