The Organisation is currently accepting proposals for an M&E Consultant to strengthen its monitoring, evaluation, accountability and learning systems and practices. All applicants should note that the period of performance is between July 2025 and October 2025.

Scope Of Work

The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidates, conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who addresses HumAngle Foundation’s needs.

Objectives


To help HumAngle Foundation strengthen its project monitoring, evaluation, reporting and learning systems through an improved M&E Framework and Plan.
To develop practices that facilitate evidence-based feedback for programme planning and policy formulation. 
To streamline HumAngle’s metrics for impact tracking and evaluation across its various initiatives and storytelling projects. 
To train the Programmes team to incorporate improved MEL approaches, in line with organisational goals and evolving industry standards.


Under the immediate supervision of the Director of HumAngle Foundation, the consultant will perform the following tasks:


Assist HumAngle Foundation to Improve its Monitoring and Evaluation Framework and Plan

Assist to improve the existing Monitoring and Evaluation Framework, based on international industry standards and organisational needs.
Based on the Framework, develop tailored monitoring formats, its tools to be used by the Organisation.
Assist HumAngle Foundation to implement the M&E framework, guidelines and other tools
Assist HumAngle to develop output, outcome and impact level indicators across each of its initiatives, including policy advocacy, research, storytelling, capacity-building interventions, stakeholder engagement, partner relations and other forms of fieldwork. 
Assist HumAngle Foundation to prepare an annual Monitoring and Evaluation plan consistent with M&E Framework.


Capacity Building of HumAngle Staff on Monitoring and Evaluation

Conduct M&E need identification survey among HumAngle staff and identify M&E capacity gaps
Develop appropriate training content aligned with HumAngle Foundation to solve M&E capacity gaps.
Organize capacity building training to HumAngle staff to minimize M&E capacity gaps among HumAngle staff.
Guide HumAngle Foundation staff to prepare field monitoring reports and help them to properly document and disseminate feedback.

Technical Proposal (max 4 pages)

It must contain the following:


Cover letter introducing yourself/organisation and outlining an overview of expertise
Summary of approach and clear narrative of how the consultant will meet all objectives and deliver the tasks.
Evidence of two (2) similar projects, stating the client, date and summary of tasks/deliverables. Links to any publication(s) should be provided, if available.
Timeline for submitting all deliverable
Signature of the individual submitting the proposal and date of submission


If the individual submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. 

Proposed Budget


All costs included in proposals must be all-inclusive to include any outsourced or contracted work.  Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.  
All costs must be itemized to include an explanation of all fees and costs.  
All proposals are subject to a 5% WTH tax deduction


Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP.  All contractual terms and conditions will be subject to review by the HumAngle Foundation legal representative and will include scope, budget, schedule, and other necessary items pertaining to the consultancy.

The CV (s) should provide information on the qualifications of the applicant.
The highest educational qualification of the applicant should be clearly stated. 
Professional certifications should also be outlined.
The most relevant work experiences should be listed, with clear descriptions of results.

Proposal Evaluation

Applicant Requirements 


Minimum of Master’s degree in a relevant field.
Knowledge and experience in designing M&E systems, and conducting evaluations 
At least five (5) years of experience in monitoring and evaluation and results-based assessments
Strong command of the English Language and excellent writing skills 
Human-centred training and facilitation skills
Ability to use various computer applications for report-writing, database management, tracking tools, and developing engaging training materials.
Prior experience working within the development/humanitarian sector 
Must be resident in the FCT.
The applicant must be willing to sign a confidentiality agreement if selected. 


Evaluation Criteria

HumAngle Foundation will evaluate all proposals based on the following criteria:


Overall proposal suitability and clarity: Proposed solution(s) must meet the scope and needs included herein and be presented in a clear and organised manner (20 points).
Proven Experience: Applicants must show relevant evidence of expertise as it pertains to the scope and objectives of this engagement, based on descriptions of previous work and client testimonials and references (30 points).
Value and cost: Applicants will be evaluated on the cost-effectiveness of their solution(s) based on the work to be performed in accordance with the scope of this project (30 points).
Technical expertise: Applicants should provide evidence and documentation of technical expertise of the lead applicant (10 points).
Adherence to all stipulated guidelines (10 points).


The maximum score is 100 points and the selected consultant is required to have a minimum of 80 points.
