State Sector Manager - Minna

POSITION OVERVIEW


The State Sector Manager will oversee a comprehensive program portfolio focused on delivering technological solutions to address specific revenue generation and collection challenges faced by Nigerian state governments. This role involves developing innovative project concepts for sub-national governments in close collaboration with key stakeholders, including government agencies, technology development teams, and other team members.


Key Responsibilities:


Engage with executive and mid-level stakeholders to ensure the delivery of aligned and strategic client services.
Accomplish business objectives while interacting with multi-level stakeholders and provide steady, clear leadership through communication of project roadmaps, strategies, and products.
Spearhead the planning, execution, operation, administration, and monitoring of project expansion initiatives, including defining project scope, objectives, deliverables, and timelines, as well as developing detailed project plans and schedules.
Oversee project resources, including project and development team members, and allocate resources effectively to ensure project success.
Implement technology-driven financial management platforms that enhance transparency and efficiency in revenue collection, tax administration, and payroll management.
Attain sustainable increases in revenue generation and establish financial management practices.
Develop new revenue models from inactive or sub-optimal revenue sources.
Lead active reforms for effective revenue and tax administration.
Offer support to the Executive Management team.
Coordinate project activities and tasks, including assigning responsibilities, monitoring progress, and tracking project milestones, implementation, deliverables, activation, and expansion to ensure timely completion in line with project objectives.
Execute IT strategies that deliver projects on schedule and within budget.
Recognize and manage project risks, issues, and dependencies, and develop mitigation strategies and contingency plans to address potential challenges and ensure project success.
Communicate and collaborate with project stakeholders, including clients, team members, executives, and external partners, to maintain alignment and transparency throughout the project lifecycle.
Direct project meetings, workshops, and status updates, providing information on project progress, challenges, and achievements, and facilitating discussions to address issues and drive decision-making.
Cultivate a culture of innovation, collaboration, and continuous improvement within the team.
Carry out other responsibilities as assigned by management.


EDUCATION & PROFESSIONAL REQUIREMENTS


Bachelor's degree in a relevant field with a minimum of 3 years of professional experience.
Prior experience working in IT, financial services sector, or tax-related field is desirable.
Familiarity with project management methodologies and proficiency in project management tools and software.
Fluency in indigenous languages and understanding of local culture is advantageous.
Knowledge of the finance and fintech sector in Nigeria.
Experience in Project Management is beneficial.

Strong writing, presentation, and communication skills.
Demonstrated leadership qualities.
Capability to work in a fast-paced and dynamic environment.
Attention to detail and robust organizational skills.
Ability to carry out responsibilities independently with minimal technical support from a supervisor.
