Employment Type: Full-time Job Description

The Mechanical Engineer – Tendering & Budgeting will provide technical and commercial support in the preparation of competitive tenders, cost estimates, and budgets for mechanical packages and full EPCIC scopes. The role serves as a key technical-commercial interface with IOC clients, bridging engineering expertise with commercial acumen to ensure accurate, compliant, and profitable bids while supporting project budgeting and cost control.

Key Responsibilities
Tendering & Proposal Development:

Analyze Invitation to Tender (ITT), Request for Proposal (RFP), and bid documents from IOC clients to extract mechanical scope, specifications, and requirements. Prepare detailed mechanical cost estimates, including equipment, materials, fabrication, installation, labour, and subcontract packages. Develop Bills of Quantities (BOQ), material take-offs, and cost breakdowns for piping, rotating equipment, static equipment, HVAC, firefighting systems, and related mechanical works. Coordinate with internal disciplines (Process, Piping, Structural, Electrical, Instrumentation) and external vendors/subcontractors to obtain accurate quotations and technical inputs. Prepare technical submissions, compliance matrices, and method statements related to mechanical scope. Support clarification meetings, site visits, technical presentations, and post-tender negotiations with IOC clients. Act as a primary technical interface with IOC client representatives during the tender phase, responding to queries and ensuring alignment with client standards and expectations. Identify technical risks, opportunities, and value-engineering options during the tender stage.

Budgeting & Cost Management:

Develop project budgets and cost estimates for awarded mechanical scopes. Prepare cash-flow projections and cost control baselines. Monitor actual costs against budgets during project execution and flag variances. Support change order estimation and variation claims with accurate mechanical cost data. Maintain historical cost databases and unit rates for continuous improvement of estimating accuracy.

Technical Engineering Support:

Review mechanical designs, drawings, datasheets, and vendor documents for compliance with project specifications, codes (ASME, API, ASTM, etc.), and IOC client standards. Provide technical input on equipment selection, sizing, and specifications during tender and early project phases. Support constructability reviews and installation methodology for mechanical systems.

Client Interface & Cross-functional Collaboration:

Serve as a key point of contact for IOC clients on mechanical technical and commercial matters during tenders and early project stages. Work closely with the Commercial/Proposal team, Project Controls, Procurement, and Operations. Ensure timely handover of tender documentation and assumptions to the project execution team upon award. Contribute to lessons-learned sessions and continuous improvement of estimating processes. Any other task as may be assigned by the Managing Director

Requirements

Strong mechanical engineering fundamentals and ability to interpret P&IDs, isometric drawings, equipment datasheets, and technical specifications. Excellent cost estimation and budgeting skills with advanced proficiency in Microsoft Excel (and preferably estimating software). Good understanding of commercial terms, risk assessment, and tender strategy. Strong client-facing and stakeholder management skills, with the ability to communicate effectively with IOC representatives. Strong analytical, numerical, and attention-to-detail abilities. Ability to work under tight tender deadlines and manage multiple bids simultaneously. Knowledge of relevant codes and standards (ASME, API, ASTM, ISO, etc.).

Preferred Attributes:

Experience with major IOC or large indigenous oil & gas projects in Nigeria. Previous exposure to both onshore and offshore mechanical scopes. Professional membership (e.g., COREN, NSE) is an added advantage. Ability to travel to project sites or client locations when required.
