Department: Engineering, Procurement & Construction (EPC) Job Summary
We are seeking an experienced and commercially astute Procurement Manager to lead the Company's strategic sourcing, procurement, and supply chain activities across our EPC, marine logistics, oil & gas, and renewable energy operations. The successful candidate will develop and execute procurement strategies that optimize cost, quality, delivery, and supplier performance while ensuring the timely availability of critical materials, equipment, and services required to support complex projects and business operations. This role requires a strategic leader with extensive experience managing technical procurement, negotiating complex commercial agreements, driving procurement transformation, and building resilient supplier partnerships across local and international markets. The ideal candidate combines strong commercial acumen with technical knowledge, excellent negotiation skills, and the ability to deliver measurable value while maintaining the highest standards of governance, compliance, and operational excellence.
Develop and execute procurement strategies aligned with the Company's business objectives and project delivery requirements. Lead procurement planning and execution for EPC projects, marine logistics operations, oil & gas activities, and renewable energy initiatives. Develop category management strategies for technical equipment, engineering services, capital projects, and operational procurement. Conduct market intelligence, spend analysis, supplier benchmarking, and procurement planning to optimize costs and improve supply chain resilience. Drive procurement transformation through digitalization, automation, data analytics, and continuous process improvement.
Lead the procurement of engineering equipment, MRO materials, rotating equipment, critical spares, marine assets, vessel components, and oilfield equipment. Manage sourcing activities for solar, wind, hybrid energy, electrical infrastructure, pipelines, fabrication, construction, and plant projects. Coordinate procurement activities supporting vessel acquisition, chartering, dry-docking, towage operations, logistics, permits, customs clearance, and port formalities. Collaborate closely with Engineering, Projects, Operations, Finance, and Logistics teams to ensure timely project execution.
Develop and maintain strategic relationships with local and international suppliers, OEMs, contractors, and service providers. Lead commercial negotiations and administer contracts using recognized industry standards, including FIDIC, NSF2012, TOWCON, TOWHIRE, and other applicable commercial agreements. Evaluate supplier capabilities, conduct due diligence, manage supplier onboarding, and implement supplier performance management programs. Drive supplier development initiatives while promoting local content participation and sustainable sourcing practices.
Procurement Operations, Governance & Compliance:
Lead the end-to-end Procure-to-Pay (P2P) process using ERP platforms such as SAP, Oracle, EPICOR, Ivalua, or similar systems. Ensure compliance with company procurement policies, corporate governance standards, regulatory requirements, import/export regulations, and international trade practices. Ensure compliance with applicable Nigerian Local Content requirements and industry regulations. Develop procurement policies, standard operating procedures, and internal control frameworks that strengthen procurement governance and transparency. Identify procurement risks and implement mitigation strategies that ensure supply continuity and business resilience.
Lead, mentor, and develop a high-performing Procurement team, fostering a culture of accountability, collaboration, and continuous improvement. Build strong partnerships with internal stakeholders to align procurement activities with operational priorities and business objectives. Present procurement performance, market insights, strategic recommendations, and commercial risks to Executive Management. Support organizational growth through strategic supplier partnerships and long-term sourcing initiatives.
Performance Management
Monitor and report on key procurement performance indicators, including:
Procurement cost savings Supplier performance and service levels Contract compliance Purchase cycle times Inventory optimization Working capital improvements Procurement risk management Local content performance ESG procurement objectives.
Qualifications & Experience
Bachelor's Degree in Engineering, Supply Chain Management, Procurement, Business Administration, or a related discipline. Minimum of 10 years' progressive procurement experience, including leadership responsibility within EPC, oil & gas, marine, infrastructure, or renewable energy sectors. Demonstrated experience managing high-value technical procurement and capital project sourcing. Strong knowledge of international sourcing, contract administration, supplier relationship management, and commercial negotiations. Experience supporting large-scale engineering and infrastructure projects across multiple disciplines. Experience leading procurement transformation or process improvement initiatives is highly desirable.

MCIPS/CIPS PMP or PRINCE2 Chartered Institute of Procurement & Supply (or equivalent) Additional supply chain or contract management certifications will be an advantage.
